In order to unlock Duviri on The Steel Path now, you may need to replay and complete The Circuit (complete at least one stage) and Lone Story (complete all stages, including defeating the Orowyrm) on their normal difficulty.

This isn't a persistent bug, it's just a slightly inconvenient way they have it set up currently. In order to play steel path circuit, you must also select your path rewards for the non-steel path difficulty. Just set the star chart to normal difficulty, click the circuit, and select a frame. This should fix the issue. Agree. Literally every Warframe can be used on Steel Path, if you aren't looking for endurance 1+h runs. More or less efficiency, but still every frame can handle Steel Path. More important than frame is knowledge of game mechanics and how get full potential from specific Warframe and weapon.

The randomized loadouts makes the steel path version of the duviri circuit almost unplayable. The default builds are simply not good enough to play the steel path modes, with the only solution being to own ALL the warframes and weapons, which is simply not reasonable. If they aren't generated when you pick a frame, then they are set for the week and the only things changed are which warframe and warframe mod are included.
