i think the reasons they exist , is because you are going to fight multiple enemy , quite often . i guess it is a problem only before 2300 realy ( at grand admiral ) but i always tought it was more for the AI than anyone , so if and when the AI pick it, she can spam ships like noone , and have stats that at least try to imitate an end-game crisis x1.
